What is effective procurement?

Procurement is most effective when the roles of management, suppliers and users are aligned with the strategic direction of an organisation. If the procurement outcome does not support the organisation’s objectives, why is it being undertaken?

Our objective is not to deliver the procurement process; it’s to deliver the successful business outcome, legally, ethically, and in full compliance with any applicable regulations.

To deliver the right outcome procurement needs to understand what that outcome looks like, how its success will be measured (critical success factors), and what constraints are in place e.g. budgets. Effective procurement will then explore all options available taking account of appetite for risk, recommend on the most effective approach to adopt, then deliver the desired outcome once the way forward is approved.

Effective procurement doesn’t stop at contract signature, it embraces the whole life concept that includes contract management to ensure what was procured is actually delivered.

Whilst compliance is essential in the public sector domain, Prism’s philosophy is best summed by this famous Douglas Bader quote:
